The Qatar National Development Framework (QNDF) sets out Qatar’s long-term development strategy to 2032, defining a clear national vision, objectives and spatial structure for growth. It establishes a coherent framework for each municipality — including Al Wakra, Mesaieed and the Port Area — ensuring that development is coordinated, balanced and future-ready.

The QNDF forms the backbone of Qatar’s national planning policy, addressing the full spectrum of urban and territorial development: economic growth and diversification, housing provision, social and utility infrastructure, transportation networks, and the enhancement of both the natural and built environments. Crucially, it is underpinned by a detailed and practical implementation strategy, ensuring that policy translates into deliverable outcomes.

At a strategic level, the framework prioritises growth within Metropolitan Doha, defined by a strong urban growth boundary reinforced through a Green Belt. Beyond this core, development is focused on established settlements such as Al Khor and Al Shamal, supporting a more balanced national pattern of growth. To achieve a polycentric urban structure, the QNDF establishes a clear hierarchy of centres, strengthened by the rollout of mass transit — including the Doha Metro.

The framework also identifies land to accommodate the future housing needs of Qatari nationals, aligned with the National Housing Program, ensuring that long-term growth supports social priorities as well as economic ambition. Together, these strategies provide Qatar with a robust, integrated blueprint for sustainable, high-quality development at a national scale.
