Qatar National Development Framework
The QNDF sets out the development framework for Qatar to 2032, the national planning vision, objectives and spatial strategy. It provides a framework for the growth of each municipality to 2032 including Al Wakra, Masieed and the Port area. The document sets out the national planning policy framework across a range of themes dealing with issues such as economic growth and diversification, housing, social and utility infrastructure, transportation, enhancing the natural and built environment as well as setting out an implementation strategy.
The national strategy proposes that most of the development be concentrated within Metropolitan Doha with a strong urban growth boundary established in the form of a Green Belt. Outside Metropolitan Doha development is restricted to existing settlements such as Al Khor and Al Shamal. A hierarchy of centres has been established to promote a polycentric urban pattern that will be supported by the development of mass transit in the form of the Doha Metro. The QNDF also identifies land to meet the future housing needs of Qatari nationals in line with the National Housing Program.
